Authencity certificate requirements for dealers and shows in California

My attention was drawn to this new (or rather revised) law in California. Basically it means all dealers in that state will have to provide 7 year certificates of authenticity for all autographs with a value of $5 or more. The organisers of trade shows will also be liable if the dealers at the shows do not follow the law. If you can face the "legalise" it makes interesting reading. I haven't quite worked out why they define mint condition.

Has this law or its predecessor (which applied only to sports autographs) already been discussed on this site? 

Is this the way to go? What might be the implications? Any California dealers have opinions?
