When it is a laughable forgery.

Neil Armstrong's autograph/signature is one of the most desired in the hobby and an authentic one is not going to sell for $202.51.

Unfortunately, once again this proves how easy it is to sell forgeries on Ebay; Ebay is so heavily-populated with wannabe autograph collectors, suckers and impulse buyers.

But notice how they only show the bottom portion of the COA.

Rocchi was a card grader at PSA.  There is no proof that he authenticated any autographs at PSA.
