I need to load Pac into our sigdb but, comparing quickly, I'll go with not authentic as well.

I am also attaching the COA I have with this item.  Is anyone familiar with these guys?

Yes, bad news.

The prices are often extremely low and they frequently sell names like Tupac and Kurt Cobain.

If you Google the COA, you will find many discussions about them.

Here's another Tupac at auction which just sold for $800 from somebody with a lot of feedback.  The same COA is present in this auction:

A lot of feedback means nothing. Plenty of fraudulent sellers have stellar feedback on eBay. 

This is admittedly from someone who knows zero about Tupac's autograph, but $286 and even $800+ seem absurdly low for a huge star who died young 20 years ago. The fact that the photos represent a holy grail of sorts for any Tupac collector (in addition to looking brand new) are a red flag of the highest variety. These look like they were signed with metallic Sharpies in the recent past.

Rich is correct. This just means the bad Tupac on eBay and the one you're sharing here both come from the same bad source. Even though it may have a bid for $800, the buyer was just duped.

An authentic Tupac is typically well into the many-thousands. We had someone ask us to analyze some handwritten Tupac letters a few weeks ago and, for example, they told us they had refused multiple offers well above $30k for each page. (Those were exceptional because they had pages of handwritten lyrics, but still speaks on the value of 2Pac.)

My original opinion that this photo you shared was bad was made just on memory, but now that I have pulled and compared with actual samples, I'm 100% confident in saying it's not authentic.

Yes, the same COA, however De Lucas signature is covered unlike the first example. He might claim that's not his signature on the first COA example.
Hi David, I don't see any address or contact info on that COA
Even the Alex De Luca signature on the COA looks like a forgery and I don't even know what his signature looks like.
