Another Dave Matthews question

I stumbled across this the other day, it has a PSA sticker that matches the product when I looked it up on their site...but is this legit? Why isnti it encased or protected in some way?

This is close. Could be a SUPER rushed “street” graph, but I don’t believe it’s authentic. Looks slowly drawn. Here’s a signed album I obtained in person in 2016 for comparison.
