Was MEGA MEGA thrilled to have just won something I really wanted , just paid for it and now seller says he has just been informed that paypal will not release funds for 21 days and suggests I pay by bank wire or he refunds

Clearly, as naïve as I am and as much as I want the item, I can't risk paying by bank wire ; - but does anyone know what would prompt paypal to do this as I have rarely heard of this happening?

I haven't asked the seller why this has happened; all he said was that he has been on ebay for over a decade , and I can see from the number of stars that he's not a power seller

Any advice on how to proceed or what to write to keep the lines of communication open as he's waiting for me to reply would be greatly appreciated

And I was soo pleased to have won the item!!!!!!

Looks like there a law unto themselves.  If its at the sellers end he should have information as to why.

Paypal asked me for social security number once, wrong country paypal.

don't listen to him, pay by paypal, they hold the money for no more than 3 days, IF,  it is a large amount of money, this will and should NOT affect your purchase, this is his/her problem, not yours

I agree with Mark. It's not your problem to deal with paypal with this seller. The seller knows you paid the agreed amount for the item you won. They should ship your item right away and they will get the money when paypal releases the funds. There is no reason not to ship it, you won, you paid, tell them to stop playing games and ship your item. Scott

they will release his money as soon as you receive your item,when you get and if everything is ok he can call them and they will release his money,last time when i sold an item they release my money at the moment when i call them,usually it take 2-3days after you write or call them that the item is delivered,take care!

PayPal did a similar thing to me on my first sale on eBay. I've actually only sold a few things ever on eBay. And my first sale was about 5 months. I sold a circa 1926 faded Babe Ruth/Lou Gehrig signed baseball for $3000. I needed the funds, however, immediately since I needed them to pay for a pricier Ruth ball. But PayPal told me I wouldn't have the funds available for 21 days. They said it was actually because of eBay's policy regarding my being a new seller.

Well, I was floored, because I had just assumed that I would have immediate access to the funds from PayPal(I shouldn't have assumed this since I used to work in a bank). So I told PayPal that this was unacceptable because my seller was waiting on his funds from me, but now I would not be able to pay him for 21 days! That would cause my purchase to fall through.

Anyway, PayPal decided that as a one-time "courtesy" they would release my newly-acquired funds as soon as my buyer received his item and left positive feedback. So to expedite the process, I over-nighted the Ruth ball I sold from KC to Florida, which cost me a fortune ($126). But my buyer got the ball, liked it, and left positive feedback. Then PayPal released the funds, and I paid my seller and got my dream Ruth ball.

So, yes, PayPal does pull stuff like this, but they should release the funds for the seller as soon as you leave positive feedback. There really is no reason for them not to. You also could call PayPal to speed up the process.
Oh, by the way, hi, Michelle! I just now realized that this was your discussion. So, anyway, ya, I would just contact PayPal, and let them know that they are are interfering with your ability to receive the item you won, and that this is upsetting to you. And ask them if they will release the funds to the seller as soon as you leave positive feedback. But I would not do the bank-wire transfer. And I don't think the seller should be asking this of you.

This would be a huge red flag that the item you purchased may not actually be as advertised. Seller may want a bank draft and your Paypal payment and disappear or he/she wants to use the bank draft to avoid any type of "guarantee". As others have said, contact Paypal about their claim and see if it is accurate.

I would ask the seller to call PayPal. I had the same issue and made the seller aware that PayPal would release the funds after I had left positive feedback. They called PayPal to confirm this and then shipped the item.  

Pay by Paypal. The seller must ship immediately so they can get paid. If you pay by any other method, you'd be leaving yourself open to a lot of unnecessary risk.

I already paid by paypal immediately I was confirmed as the winner.  I then got the email to say that the seller had been informed that 21 days etc.....and as this was no use to him , could I pay for it using wire or he would cancel the transaction  & had he known re this with paypal he would not have listed this as a method of payment

You've already paid for the item. I understand your wanting the item (I'm guessing it's rare or a good price), but is it really worth risking wiring money (always a bad idea if you don't know someone, since you get flagged for wire transfers) and having the seller potentially run with your money? I would simply insist that you've already paid, and your understanding is that Paypal will release funds as soon as you receive the item. In this way, it's to their benefit to get the item out ASAP.

Personally, I wouldn't even do that much, as the seller is supposedly obligated to send the item. Be sure to keep all conversations on eBay messaging, as that is all eBay/Paypal can check to support your case, should the transaction turn sour.

Again, I would be leery using a personal check. I would NEVER do a wire transfer, unless I knew the individual, as it could be flagged as money laundering (assuming the amount is large enough).

Personally, I'd also contact eBay's Trust & Safety department to see if they can convince the seller to send the item.

This is typical for most new sellers and was put in place to try to stop scammers selling items and taking cash and sending fakes or running a scam.

The seller has to send the item and once you confirm receipt or 21 days has passed, whichever is sooner means the funds are released.

You may wish to remind the seller that you can kill their DSR ratings on feedback and leave a negative.
