Opinions Please! Who is this? Vintage signed photo young actor

 Hello!

 I had lost this photo and recently found it again. I could never find out who this is. It is a John E Reed Hollywood photo. Looks like the signature is Hal Hoover? To me he resembles Robert Foxworth the actor that was married to Elizabeth Montgomery? Honestly, I have no idea. Can anyone help?

 I found some info on Hal Hoover. He was in the movie Ring of Terror and in alot of tv series during the 1950's. had parts in Highway patrol, superman, science fiction theatre and others.
