If you looked at 100 items on eBay with the term PROOF you'd find this is common practice. Proof added to the title means you have something, in most cases a photo, which proves you've met this individual (in most cases, some forgers buy proof images and use them to screw the unknowing). Obviously some 'proof' is better than others. Now sellers are also including VIDEO PROOF. In most cases the VIDEO PROOF will show that item being signed. When you see the exact item being signed either via photo or in a video it's referred to as EXACT PROOF. Unfortunately as brought up previously in another post, some sellers are maliciously posting 'exact proof' in a title where it shows the star signing a similar item but not the exact so please look carefully. Long story short, the seller is absolutely just to put 'proof' in the title. What he shows is often what is to be expected. It's not proof the item is real, it's just proof they met that individual. Bid appropriately.
