Question Regarding JSA COA's

I am new to this and still learning, so this is a simple question.  With the below COA information from the JSA website, does the + 4 under notes mean that all 5 signatures are certified? In many cases I've seen the actual names of the signers listed.

I would call them an verify the names of the people they authenticated, if they didn't make note of them that is very poor.

if the name is mentioned on the paperwork then I would think that name has been authenticated
