eBay seems oblivious to fraudulent listings. I can't tell you how many times I have reported obvious fakes to eBay, only to see the auctions complete. Here is an example. I was considering buying a Walt Disney signed Mickey Mouse print from an eBay seller. To me it looked pretty good, but to be sure I ordered a quick opinion from noted Disney expert Phil Sears. Much to my surprise it came back likely not authenticate. I reported this listing to eBay as fraudulent. Nothing was done. I know the seller and believe he tries to sell only authentic items. I could email him about this one.

Were you given any info as to why it came back as likely not authentic?

He said there were a few problems with the signature. The width of the overall signature was too narrow. He also said that Disney usually signed this print using brown, but never black, colored crayon. Here are a couple of good examples:

It was purchased by an experienced autograph dealer who returned it after submitting it for a QO from Phil Sears. While Sears wasn’t able to cert it, he also didn’t rule out the possibility of it being authentic. He said it’s a “maybe”, so I’m not sure why it didn’t come back as “inconclusive” rather than “likely not authentic.”

Very interesting. Along with his descriptive to me regarding the issues, he told me that it was likely that he wouldn't pass it if I bought it and sent it to him for a full cert.

Yes, he wouldn't be able to cert it unless he was confident in its authenticity, which isn't the case. Again, he called it a "maybe."
