Is this Tommy Lasorda photo a fake? and the COA?

The writing is very faint just down from his shoulder there.

signature looks fine, COA is worthless, as most are

That is good but with the bad fading you really need to look elsewhere. Tommy's autograph is very common and low priced off the convention circuit.
