Is there any way to fix a faded autograph?

I have a Paul McCartney autograph. Paul signed with a regular blue ball pen. The autograph was hanged on the wall framed behind regular glass. After 3 years 20%-30% from the color had faded and the autograph lost from it's strength. Now It's behind UV glass for a few years and everything is OK, it stopped fading. Is there any way to fix the autograph and make it look like in the begining? Is there any way to bring back the color that faded? Here is a picture of the autograph like it looks today after fading. It looks like black pen and not blue. Thanks for any help
