Good questions, Crabby. Here are your answers:

1) Members don't constantly say COAs are worthless, whether a third-party authenticator's COA, a dealer's COA, or a private signing COA. What most of us say is that the COA is only as good as the company that issues it.

2) California has a law that says that all sports and entertainment autographs (including music, theater, etc.) have to be sold with a meaningful COA and guarantee of authenticity. I was only a dealer for a few years many years ago, and now just sell off autographs that the company has had since the mid-2000s or earlier. But the law says that anyone who sells three or more autographs in any one year falls under the law, so I fall under it.

If someone outside of California sells autographs to retail customers in California they fall under the law.

Any seller in California who sells to retail customers outside of California falls under the law.

That's why I issue a compliant COA. Even if it already has TPA authentication.

Regarding Carl Ballantine: Fans of McHale's Navy would buy his autograph. In fact, it was just bought by a member who bought the Tim Conway McHale's Navy signed photo, and this Ernest Borgnine McHale's Navy SP:
