Saleroom has way more fakes than real stuff but this is one of the worst.  Someone will buy it though.

Good news just received an email from the auction house - the lot has been withdrawn.  I’m thinking the item was not placed in the auction by the engineer named in the LOA.  Someone likely got his info and then fabricated the story and forged the signatures.
