Those are lovely and I'd give a thumbs up on both (though I appreciate authenticity isn't being questioned). The extra loop above the "O" in the second example is unusual

Hi Tim, that second loop is more commonly seen  C. 1991-1993. It is not that unusual.

See below - its what he did when he was un rushed, an extra flourish

HI Mark! :) Indeed, my since sold 1993 Tonight Show (Nite Flights) ticket  (I think an exemplar at Davidbowieautograph.com now) had that loop and a "best wishes" as well. Tiny on that ticket... It occurs sporadically as your fine posts illustrate.
