Help!! who is this person?

A friend of mine found this autograph photo and cannot figure out who it is. I have asked well over 50 people, and nobody has the answer. It is not Alain Delon, who played Scorpio in the 1973 movie. It could just be a local celebrity but the guy looks very familiar to me. Any help would be appreciated.

It looks like Charles Grodin, but I'm about 99% certain this is not Charles Grodin

I'm thinking he was in the military at one time, considering the way he signed the date on the photograph.
Or he could be British, as I hear that is how they sign their dates as well

My friend received this from a relative of John Gotti, but I think that is irrelevant. I could be wrong

The photo was signed in 1974, the image itself is sepia which likely puts the date the photo was taken much earlier.

Most Europeans date items day/month/year, so the subject could indeed be of many possible nationalities.

It is definitely not Charles Grodin or Alain Delon, in fact it looks more like a young Cliff Robertson. Unfortunately it isn't him either.  

I wish I could be more help, but don't limit yourself to 1974.

From the font of the photographer's name, the hairstyle, sepia tint and lighting, I'd guess late 60's/early 70's.

And yes, he looks familiar, but without the moustache. I have a decent memory for faces if not names, but I am coming up blank. If I could handle the photo I could determine age a bit better. I am guessing "70's" sepia - when brown was big again - because of the long hairstyle and that font.
