The exclamation dot doesn't bother me as it appears legitimately placed.

I would guess that the second C stroke has covered the original  dot and another one was added by Paul. This adds creedence  that it is likely genuine.

If you are referring to the white spec in the exclamation mark rather than the black dot below it,that is tough to see clearly.  It is kind of curious though.  Maybe a crumb on the marker or piece?  I was not a fan of the inscription.
