Who's autograph is this? Should I open the envelope?

This appears to be a signature from the 1939 Cooperstown Baseball Hall of Fame induction ceremony.

The envelope is sealed. Should I open it? What if it contains another autograph inside?

Your help in identifying the autograph on the outside of the envelope, and thoughts on whether to open the envelope are greatly appreciated.
