Can’t find any info re this David Bumbeck (artist proof) art titled Parasol.
What kind of help do you need with it?
It's obviously an original etching based on the plate impression. Are you worried that it's a forgery? You didn't provide a good image of the signature but based on a very quick Google search it appears to generally match others.
The price tag shows that it is less than $14. Do you like the print? If so then buy it and enjoy it. That price is a fraction of the (overpriced) gallery cost of similar etchings of his.
This particular print doesn't do anything for me but I've bought artworks under similar circumstances over the years.
David Bumbeck is apparently still alive. You could try to write to him about the etching.
I once bought a 50 year old ink drawing of a family for very little money. The artist's name was very legible (Harold Wood) and I tracked him down in Ireland. He was in his 90s. I sent him a photocopy of the print and he wrote back to confirm that it was his and that it was of his family. He made a diagram to tell me who everyone was and gave me insight on the pets and some of the objects in the picture.
The artist also told me about what it was like working in England at the time - lots of crazy money being thrown at artists for anything they created.
I think I paid $25 for the drawing but the subsequent experience was priceless.

It's an etching. Signed in pencil. It's an artist's proof. There isn't necessarily going to be anything more than that available since the artist decides how many APs to make. As far as I know, APs aren't usually worth any/much more than the regular edition for most artists.
For value you'll have to look at comparable sales.
The price tag looks to be a bargain if you like the etching. The mat might be acidic so you might want to consider updating that.

Only other art piece I bought was an Artis Lane signed Rosa Parks acrylic. Not at home and tried searching on my phone. Also messaged art galleries in the US.
