Can anyone give me their opinion on whether or not they think this is authentic? There is no certificate to go along with the Brett Favre hologram.

Any word from the seller on why he's missing both the matching COA and photo?

The woman said that she was awarded the jerseys through a divorce and that they weren't with the actual items. I don't know that I believe the story yet, but she was selling others and had no interest in them at all. I figured it might be worth a shot with how cheap they were. I am not out much at all.

It actually looks right, if a bit tight and small.

That is kind of what I was thinking as well. I did a PSA quick opinion and they reaponded that it was likely not genuine, however from what I have read about that service, it is not very reliable at all.

I personally don't put much stock in their opinion, having observed the volume of bad calls they make.

Would you recommend sending it into another authenticating service and if so who?

I wouldn't recommend it. If you want to give Beckett a go, that would be the only other one I'd even consider. The point of the Favre hologram is that it proves it's straight from the source. The concern here would be a fake hologram or a tampered with hologram. At first glance, it doesn't appear to be either.
