Bas vs Roger Epperson

I recently came across a signed photo of Paul Mccartney 

that bas said likely wouldn’t pass full authentication 

Roger Epperson on the other hand said looks Ok

any thoughts who is a better? Also would you purchase the item?

Fairly new to this forum, what does the +1 mean?  I assume it means you agrees with the above statement but I’m not 100% positive that’s what it means
