How do dealers like Prestige NOT have the Attorney General on their backs??

He has Munster photos with Fred Gwynne for $120, about 10 Sinatra sigend photos ALL the SAME Forger. Where do dealers (Frauds)  like this find the balls?  And how do they escape the authorities?
