I wish there was a way you could have this restored but it looks to be beyond salvation!
You do NOT want to even think about restoring this, because you cant! Trust me "I Know". That is unless you'd like someone too trace over the sig.
BUT, you need to do two things to this and you must trust me again, "I Know"
1. You need to get this reframed with UV Plexiglass. This will protect the signature from fading anymore.
2. When opened, inspect the back to see if there are any other signatures.
The reason for Plexiglass is that in case it falls the Plexiglass will not brake and damage the album cover.
I once bought an Albert Einstein framed signed photo with a faded signature. When unframed I found a second signature that was hiding under the frame, that was not faded.
And last, it's always good to know what you have. And if you get the album reframed, use someone that knows conservation.
I agree with Otter and also wouldn't attempt to restore the signature in any way. It has been improperly framed/protected for all those years so it should be removed immediately. Otherwise, in another 10 years or so it could be completely illegible. Preserving what is left of the signature is crucial as you have a true rarity on your hands.
My thoughts were to suggest the same remove from.frame hopefully theres no tape on the back of the jacket. I wouldn't bother doing another frame on the item personally I'd sell it or keep it from the light.

It is still framed and I do not know if a record is included. Once I have had it taken out of the frame, I will know and will keep you informed

Hey...does anybody know who it is that has a Strange Days signed by everybody but Robby? I did a story about him once, or was going to. No wait...I think someone else in Autograph did a story on him. He has Tony Curtis' head from the Sgt. Pepper album cover that was used -- signed on the back by Curtis! And he had Strange Days, signed all in first name only, by the band (minus Robby). You could BARELY see the signatures, though....which is a shame.
