yes he will often sign if he is out and about  doing something he regards as 'work' (i.e celeb Paul McCartney); this may include concerts, promotional work etc. If he's on 'private time', there's no chance anymore which is fair enough.  Abbreviated signatures seem to be the norm, and it's my impression he's more cautious in signing valuable memorabilia (eg Beatles' LP's etc) thinking it will be put straight on ebay (he's said this in interviews)

I've had extremely good experience with him 2 years ago... He's signed on both ocsasions I've met him, also twice on The Beatles records. He's rarely signing longer than "Paul Mc" which is what I've got back then... I've heard recently that he's got new rules for signing while he's on tour - incl. "No Beatles items" but haven't heard about showing a ticket (wouldn't be a problem for me as I love this guy's concerts!) or writing your name and date on the LP...
