President Clinton Appointment Certificate

I recently acquired this presidential appointment certificate. I don't doubt the document is authentic. I am wondering if this signature is actually President Clinton's or is it auto-pen or pre-printed on the document. Any opinions would be greatly appreciated. Thank you.

These are rarely signed by the president and 99% of the time are auto pens. I find that disappointing. I know the president is extremely busy, but you would think he could at least hand sign the Military certificates.
