Steiner Seal with out CoA - does it have value?

Hello

I know Steiner's motto is something like "The seal means it's real" and I have read about their authentication/CoA process.

I am just wondering, I see items here and there that say they have the Steiner hologram on the item but do not mention if the item comes with a CoA. Does this item still have value and is it still considered legitimate?

The reason I wont buy a steiner item without the COA is I have had items in my own collection have the holo fall off, like for instance I had a game used hat signed by Jeter that the hologram fell off of and could have easily been stuck to something else. While "tamper proof" sometimes stickers just dont stick to certain stuff well.
