U2 Album with "PSA LOA"

Am I mistaken, or is is against Ebay listing policy to say your item has PSA certification when it decidedly does not?  

Ebay seller electronic-styling_shop apparently didn't get the memo and is listing one of the worst U2 forgeries you'll see on Ebay.  

I don't see a sticker, I don't see a LOA and, as much as I'm not a fan of PSA, I can just about guarantee you that there's no way they would certify this authentic.  This is arguably worse than the forged vinyls coming out of the UK.

I just reported him Rich, although im sure ebay wont care with the way they are handling things nowadays
