Members of Autograph Magazine,

 I came across this picture at a garage sale. It was and still is, inside the picture frame that I bought it. The glass covering the picture was encrusted with so much dirt that it wasn't until I cleaned it that I realized it had been autographed. Does anyone know who this dapper gentleman is? Any help would be appreciated.
