"Vonnegut" currently on Ebay

I thought I'd share this currently-for-sale Vonnegut. There are so many breaks in the lines and you can even see where some strokes were erased and then redrawn. This particular seller appears to have several other questionable signed books for sale as well. How is this permitted to continue?
