Who is IT??? MLB Signature

Hello all

Was wondering if anyone here might happen to recognize who this particular signature might belong to? This ball was given to me a few years back and while unpacking some things i came across it.  Just can't seem to remember who it was anymore, any help would be great.

Cee. You would not believe how many of these are pictured upside down in auctions. I've seen at least twenty.
