Why would PSA pass this 1985 Chicago Bear helmet?

Maybe the seller doesn't know cause he is asking 10K for it, but this helmet has many questions! The Payton signature is way off to start!1985-SUPER-BOWL-XX-CHICAGO-BEARS-SIGNED-TEAM-HELMET-WALTER-PAYTON-AND-TEAM

Even without knowing the signatures, it just looks fake.  Slow, wobbly sigs.  Maybe it was the pen, but it's ugly.

I wonder why the seller doesn't have 10-12 high quality photos up. I can see at least 5 off the bat that are no good. PSA should NOT have passed this! This is horrible. I wonder if the COA is fake?
