A secretarial signature is one where someone else is authorized to sign the person's name: a secretary, a spouse, if it's a celebrity it could be someone in their agents or manager's office, or someone in a studio they work for.
It used to be common for those high-up in government to use them. Presidents especially, in the days before Autopens that replicate their signature.
