That's the date the LOA was issued. PSA probably had a quantity from a witnessed signing that they were holding for the signing client and then issuing, say, 100 LOAs at a time as needed.
I don't know when Ali stopped signing but that's a nicer signature than many of the last ones he signed. I don't know but PSA may have stored them for years.
