a few years ago, perry cox sold a signed Revolver that was signed by Paul in 1966. 

Do you know where this item is? I desperately want to buy it.

Tracks LOAs are printed on letterhead stationery, not photographic paper. They don’t show images with the fidelity of an image onscreen or on paper made to display photos well. 

To follow up on the tracing idea...now that we know that these UK LPs had a thick slick/plastic coating, perhaps the ink didn't fully adhere to Paul's satisfaction, and maybe Paul himself retraced segments of his name. I think it's very doubtful that anyone in or near 1966 traced this LP, and no one would risk tracing it in recent years because it's too risky to hurt the LP rather than help it.

If it went to R&R it would surely get about $2,500.

I do think whatever had caused this ghosting would have to be noted and may affect value. That of course is my own personal opinion, but the condition could worsen overtime. 

To say that the laminate as moved like this is laughable it really is.

The indentation hasn’t moved on these laminate covers with these signatures, You will never ever see it that’s why

The Sgt. Peppers are gatefold signatures and don’t have heavy lacquer. 

This Paul you posted is blurry but I can see hints of doubling like the Revolver:

The heavy front lacquer is only on UK release albums. 

Here is my Beatles For Sale Lp signed by Neil but no doubling in these signatures?

If what Perry thinks has happened is correct, it's unlikely to have happened on every one. It would probably depend on environmental conditions and the quality of that particular copy's manufacture.

Getting insight from Beatles record collectors could be quite helpful here. I'll make a post.
