I would agree - all 4 sets of autographs are not genuine and for the most part just bad forgeries intended to deceive. It would appear that eBay has no real process in place to deal with forged autographs. Their “report” process rarely ever ends up with a bad listing being cancelled. The only option is for many users to report the same listing and perhaps that will make something happen.

Your instincts are correct - all 4 of your examples are horrible fakes.
eBay, however, is another thing and a shining example of 'buyer beware.'
In the late 1990's, when eBay began (it was a more 'open' marketplace), I spent many hours flagging Beatles fakes - contacting both buyers and sellers about these clearly fraudulent items. Interestingly, both sides rejected my warnings; most eBay sellers lied about their 'personally signed by the group' items and most eBay buyers refused to believe these items were junk.
Without any national recognition or association, my credentials were local, unknown and largely without impact. I was literally tilting at windmills.
I remember receiving a phone call back then from a sympathetic eBay member in Texas, applauding my efforts but warning me about the dangers of "these Beatle counterfeiters and Beatle counterfeit rings." He cautioned me to be careful as these were "big business." He knew the seeming futility, ending his call with some sage advice: "you can't save everyone that refuses to be saved."
Fast forward ten years later. Imagine how this 'Sancho Panza' felt when I stumbled on this forum. No more tilting at Beatles windmills.

I looked at all 4 on Ebay after this was posted. Ebay emailed me a short time ago encouraging me to bid on Ebay4. Not only listing fakes but also pushing them.
There are 100's of fake Beatles autographs every week/month/year on Ebay. They don't care as they don't make money by removing fakes. They profit from the forgeries just like the forgers. Shameful.
Why don't they cancel?......$$$...
Ebay3 is fine. It looks ugly, and I wouldn't recommend spending much for it, but that doesn't meant that Paul didn't sign it. I think it's real.
The others aren't worth a mention, even.
So the opinions diverge and there is always someone who even buys bad fakes.
Yes, just as there is someone who spent far less than others and gotten McCartney in person far less than others.
