FDR: Is this real or secretarial?

Saw this at an auction.  I'm struggling to figure out how to locate genuine Presidential autographs and avoid secretarials (especially those post Civil War).  Any help would be greatly appreciated.

In my opinion, the FDR TLS October 1931 is authentically signed by Franklin D. Roosevelt as Governor. --- Herman
