the inscription is in Reagan's, hand the auto styles are correct, but could be a copy or print.

In my opinion, Carter, Ford, and Nixon are authentic and Bush and Reagan are not authentic.

Interesting...

I could see potential issues, I guess. 

Ford and Carter were easy to get for a long time. Maybe someone had a partial they needed to complete. ;-)
