Dwight D. Eisenhower?

I have bought a collection from the 60s and I wonder if this autograph from Dwight D. Eisenhower is real or not. Any experts on autographs from him?

Based upon relative size of thumb and paperclip mark I am guessing this is a 5x7?

Also, it has a generic sentiment with no named recipient...

Given these factors, I suspect it may be a pre-print.
