Its not even a plaque. More like a diploma frame. You can get those for 20 bucks.

I think that's a fair assumption.  

Those cheap plaques, like you said, are maybe $20 max.  Personally, I wouldn't pay more than $10 for one like that (actually, I don't like them at all and would generally avoid them).  You can get better ones with logos, nameplates, etc far cheaper on the internet than $50.  A forged photo is not a "nice collectible."  The whole thing is garbage, not even worthy of a rummage sale.  And it's never okay to pass off forgeries as authentic, regardless of the price.
