From what I know, a lot of people make money by posting cheaper amazon listings on eBay. They basically act as a bridge party while making profit. Here's a video explaining what it is:

A legit autographed Rolling Stones guitar would be much, much, much more expensive than $400.

I have no idea about the authenticity of the signatures, but there's almost no way you can get one that cheap, so unless the seller needs money tomorrow for an extreme reason, I'd say it's fake.

I looked at the $300 U2 signed guitar from the same seller.  Terrible forgeries.

What they are telling you and in my opinion is that this is fake.
