Wayne's autograph and inscription are spot-on in my opinion, as is the ink color for early 1960s. This looks like a book page, is it identified as such? That can be a concern because forgers often use blank pages out of old books.

Good eye Mr. Cyrkin, the parer is equivalent to a grocery store  bag. The lady was a worker or long time manager at Wrights Ice cream store  close to or next to the Brown Derby. The Howard Hawks and  Bruce Cabot are signed right under the John Wayne  autograph. 

Not a blank page filed.
