What is the best paint / metallic pen to get items signed in person. I have used metallic sharpies and they just don't turn out that great.

What do you recommend??

Mark, go to Michaels and pick up some of the oil-based sharpie paint pens.  Opt for the fine tip over the medium tip, as the fine tip ones are much easier and faster to prep, while there really isn't much if an difference in the thickness in the pen strokes.

If charged correctly, the ink can be mostly dry in about 30 seconds.  After a minute, you can't claw the ink off if you tried.

Here are some examples of how it looks.

Michaels always has coupons you can print online too, just a heads up :)  Usually you can get an item for like 30-50% off, which is cool.  Custom framing is usually excluded, but pens wouldn't be ;)

Hobby Lobby has online coupons on "occasion" too if you ever go there for this type of item - not sure about their paint pens and how good they work though.

Hobby Lobby does carry these same types of pens in three packs, but Michaels has the greater selection of colors.

By the way, I noted "oil based" because the water based ones are actually sort of the opposite and flake quite easily.
