I think so, but my interest in his him drops off sharply after 1980. Hopefully Richard or MarkG will add something more meaningful.
I'm personally not keen on this but acknowledge that Eric and Richard know more about Bowie than me.
Its got better the more I look at it , but I didn't like it a first - it is certainly very rushed (no O) but the numbers 87 are consistent - please check against my examples attached.
This is precisely what I saw. Yes, skipped "o" - right to the ending paraph, and those numerals. I also had to look many times. However, I found some exemplars with these shortcuts and numerals C. late 80's and early 1990/91. Having seen MarkG's additional exemplars (#'s 1,4 & 5 esp) for form, I stick to my position. However, I would not buy or sell this and I also am not fond of the lack of date. I like to hear "WOW" not "hmm?"
I also wanted to add it has a smoothness that is atypical, but when I do see it I see it in these years, 1986-1991, and often with some of the shortcuts taken as here.
Sorry, the OP's has a date of 1987 obviously! Looking at too many exemplars here.
For clarity, here are a few Bowie examples without the O...agree with Eric, its probably real but not a WOW...
I wanted to add that with the lined paper and rushed appearance, better can be had. That "'87" should be discounted a bit, IMO. Look at the ISOLAR cards from 1993 that Jeff Gold/RecordMecca was selling recently - those were $249 or so and far more intriguing and "finished" with a context and scarce card to boot.
