According to seller it is said to be signed and inscribed by David Bowie 

For David Best Wishes Bowie 2002

Is it real?

Appears to have good legs but would need a better scan to say anything more. Handwriting seems fine as does form, placement and date. I am just not comfortable saying any more from this low quality image.
