I haven't dared checked my blood pressure this morning since I have spent most of it on the phone with Paypal and Ebay.  I can think of few companies that have given me so irritation than Ebay and Paypal.  i purchased over $750 from a seller on Ebay.  The seller had over 200 in feedback but I should have checked the dates. He last sold in 2010.  Apparently Paypal after a certain amount of time considers them new sellers.  So I get an email from stating he will not get paid until March 4 and wants any future payments by money order.  So I thought there might be a problem with my account so I called my credit card and they said nope they sent the money to paypal.  So I call paypal they said yep we got the money.  They said they won't release the money until the seller ships.  Well fine and dandy Paypal email the seller and tell him you have the money for him.  Oh sorry no can do let me connect you with Ebay.  Ok for the third time i go through the same thing.  Oh we are sorry sir for your problem let me repeat everything that the paypal guy just told you.  You have an estimated delivery of Feb 23-26.  Ok the guy won't ship until March 4 when he gets his money.  Oh he wont get his money until he ships and you only have 45 days to make a claim if you don't get it.  I began to feel like I was living in the movie Ground Hog Day.  Can you send the seller an email and tell him he will get his money?  Nope sorry we can't your estimated delivery is Feb 23-26.  But he won't ship until March 4.  etc. etc.    It is the wonderful reciting the party line over and over until you start to believe it too.  So I write the seller and all but beg him to call Paypal and Ebay to get reassured he will get his money.  i understand where he is coming from to an extent it is a very high end purchase  and he wants to make sure he gets his money.  Problem is that he already has the money in his paypal account it is just they will not release it yet.  The whole purpose of paypal for me as a buyer is the instant payment of it.  i am a confirmed member they have my bank account etc.   The thing that really irritates me is how difficult it is to get through to a human on there.  Both Ebay and Paypal have a robot you have to go through.   Ebay and Paypal need to have a feedback rating themselves. I had quit Ebay for a few years because of a similar issue with them.  So am certainly not going to be buying as much on there and am going to be sticking with the three or four trusted sellers.    Now hopefully my BP is down a bit since I have ranted here lol.

PayPal holds the money until delivery of the item is confirmed. They do this for all new sellers and any transaction they consider "high risk" which autographs usually are. After the seller ships the item, uploads a tracking number and the tracking number shows delivered, the money will be credited to his account. Alternatively you have to wait the 22 day period or whatever it is.

As with anything on eBay, you are tied by the seller. If you really want the item, tough it out and wait, if you don't really care, file a case against him for your money back.

Yes I think the seller thinks he will automatically get the money on the 4th but I don't think so.  i think it is tied to his shipping.  So I do not know i have asked him to contact Paypal.  Hopefully they will convince him to ship and that his money is safe.  I really want the 4 items I bought from him, well actually the one item I want the most was $575. Hopefully i will not have to file a case.  I think the seller has not done his homework on how Paypal works now.  He seems to think the obligation is on me to force Paypal to release the money or something.  Overall this is becoming an expensive headache.

Just kindly let him know that his money is being held to ensure that you recieve the items you purchased in a timely fashion.  If he does not ship the items, he will not get the money and you will be able to file a case against him which he will lose.  If he does ship the items, have him ship priority mail, or something with a tracking number and insurance.  Once you get the items he will get the money.. the whole thing can be solved in as little as a week or as long as 2 months.

I wrote him a civil email lol.  Hopefully he will contact Paypal and find out that it is his obligation now to send the items that the money is there.  I am not too worried about not getting my money since i certainly will have no hesitation to file a complaint case if I do not get my items.  Trouble is Ebay has that 45 day thing so you really have to be on your toes to file things.  I do not in any way think this guy is trying to pull something I think he just is ignorant of current Ebay and Paypal policies on shipment of items.  I am just glad I waited and did not bid on a bunch more stuff from him.  I was going to but then thought maybe I better see how things turn out first lol.

Best way is to remain courteous, understand where he is coming from and see if you can work things out peacefully.  You have ebay and paypal on your side as a buyer, you don't have to worry about your money.

Thanks Mike i agree i can see where the guy is coming from and i think he thought there was a problem with my payment why Paypal was holding up.  I just do not think he realizes it is really on his end.  i am not really worried about my payment but do really want my autographs lol.

just pull out of the deal and tell the buyer he is a typical moron e-bay seller...They hold the money like Mike says and release it automatically when it is delivered or you leave feedback. I'd also leave the jack ass negative feedback, ( mostly because I'm pretty sour about dopes on e-bay.)

while Pay Pal and e-bay are a nightmare, You will get your money back in due time or your credit card charged backed. 

Well I might be tempted to do that but I really want the autograph LOL.  I paid more than a fair amount for it but it is one of those must have for my collection lol.   I am in hopes he will contact paypal and ship the item next week.  I think this seller is an ok guy but is getting back into selling after a couple years and maybe Paypal does things different now.  Will just have to wait to see what happens.   I am definitely going to stick with sellers with experience from now on (famous last words lol).

I did receive the items they were shipped out insured mail and I received them safe and sound.  I feel that this is probably the last big purchase through Ebay that I will make.  I found it just too tiresome to try to get them to resolve anything before having to make a claim.  I think if both the seller and I had been able to talk to the same Ebay and Paypal representatives he would have shipped far sooner than  he did.  Although I really wanted the items it was not really worth the hassle.  Having said that the buyer protection program is light years ahead of what it was a few years ago.  I never really was too concerned about losing any money.   If I do buy big ticket items again I will check the dates of the seller's feedback to make sure they are not a new seller.  If they are I will write to them and make sure they understand their money will be held by Paypal until they ship. 

So let's see this bad boy that gave you such a headache!!??
