He was easy to get for many years after the White House, so it could well be real.
The COA may be essentially worthless - it depends on who issued it.
I agree with the COA, some are just laughable and I think it depends on the business from whence it came and to develop a certain amount of creditability for that business to be a reliable authenticator that buyers can rely on. I think I might have both, one that is a square of paper saying it is authentic and one with an accompanying letter with the image on the letter and more indications of due diligence.
