They passed it likely due to the person who actually sent it in. 

Just add it to their hall of shame.  

I've seen some authentic autographs fail psa's quick opinion service. The reason I was given is that psa only want to certify "obvious" real autos and if there is any doubt it is failed
These show me that is just a cop out lie

My opinion; in cases of some nobody like us sending in an autograph, yes. In cases of some high volume dealer they work with, not so much. 

This is flat-out insulting.

There needs to be some regulations put in place or at least some form of responsibility/transperancy
