B14487 is one of thousands that PSA/DNA witnessed Kobe signing in about 2001. That's the style and pen, and looks like a genuine COA. I'd feel confident in buying it as along as the seller doesn't look fishy. Most sellers are asking $4,000+, but you can always try to negotiate. Be sure to pay with PayPal Goods and Services (regular PayPal) no matter who you buy from. 

The other one doesn't have real Kobe characteristics to me, and doesn't have a PSA/DNA sticker on the number like they normally do.

There are a lot of these, but very popular. I think PSA witnessed him signing perhaps as much as 15,000. Are you shopping on eBay? The ones with serial numbers that start with B are all or mostly from that signing. 

It's not found on ebay. Can I know how much I can pay for a jersey with Panini coa? They're listed much more expensive than PSA's.
