I contacted PSA/DNA and they wanted $300 to even look at it. I will do what you suggest and go with James Spence. Do you have any recommendations on the Ink dating data company to send to? This way over my head and apologize for my lack of knowledge. I have a few autographs and that's why I bought this on a gut feeling, that and the old looking material.

I personally don't like it nor do I think it will pass JSA or PSA/DNA but obviously the picture even enlarged is not that clear and somewhat distorted.
It is a very odd item to have had Ruth sign 70-80 years ago and being a generic item that possibly dates to his days would be easy to forge an autograph on.
For the reasons William mentioned about the surface being difficult to sign on, the medium is a perfect item for a good forger to use knowing that slight discrepancies might be overlooked.
Obviously, just my opinion but I can tell you from handling many Ruth autographs, the authentication companies are VERY careful and tend to err on the safe side of "Not Authentic." I wouldn't place the odds of it passing anywhere near 50/50. More like 90/10 against authentication in my opinion.
However, it might be worth a few hundred dollars to have it checked out. If it passes, you will have a valuable Ruth item.

Hi William, Out of interest why would you recommend JSA rather than PSA to look at this Babe Ruth? It will be lovely if it is passed.
Why not do a PSA QO? I don't think it will pass but I think it's only $15
William, based upon your advise and my Arkansas "Gut feeling" I'm going to send it off to JSA. I will let you know. If you know of an Ink analysis forensics expert, feel free to let me know. If not I will just try and google a place. .
Richard Simon is a member here and is a top authenticator. He was one of the original 4 PSA/DNA authenticators along with Jimmy Spence, Jim Stinson, and one other I can't remember.
He charges a lot less, I think $75 or $100 for Ruth the last time I checked.
You might consider using him for the authentication but again I think it is a long shot to pass.
You can easily find his web site by googling him if interested or send a friend request on here and email him directly if he accepts.
Did you pay alot for the pants? I mean if you paid 10 bucks for them I would be skeptical. but if you paid a pretty penny I would definitely want them authenticated. Your not going to get anything out of them like they are.
Tyler, Yes I paid a lot for the pants. Probably too much since there was no COA. It just felt and looked like the real deal to me.
