Is this FDR authentic?

I have had this in my family for a while. It is dual signed, not sure who Rasmussen is but the other is FDR. Can I get an opinion on this? I am a fairly new member and by no means an expert. thank you for looking.

I have added FDR to your title. 

It helps if you put the name of the person your looking for opinions on in the title, as many people focus on specific autographs.

I hope you don't mind.

I personally do not have an opinion on the piece.
