Is this PSA/DNA pre-certification a LEGIT service? Never seen it

This label was attached to an item Sold on eBay and i'm trying to see if this Pre-certification is a legitimate service offered when an LOA is not issued or if this was manufactured by someone

Well this listing is an example of a Collect Auctions endorsement of a blatant forgery.

Thanks for posting the link. I believe that the "Collect Auctions endorsement" has been altered. The date of the auction falls outside of the online archives and there is no lot number mentioned. It looks like the owner superimposed their item onto the COA.
